2010 IMCA World Council AGM To Be Held In Berlin On 20 November 2010 - Your Input Needed Now!
The 2010 IMCA World Council AGM will be held in Berlin, Germany on Saturday 20 November 2010. The World Council comprises representatives of each National Melges 24 Class Association and the IMCA Executive Officers. In addition representatives of the Melges 24 Builders and the IMCA Technical Committee are invited to attend as are members of the IMCA’s professional staff as required.
As per the IMCA Constitution - Motions, amendments and nominations for the AGM shall be proposed only by the Executive Committee, National Class Associations, the Technical Committee and ISAF. As an individual member you cannot directly submit a motion, amendment or nomination so if you have any issues that you would like your National Class to propose for discussion at the AGM now is the time to make contact with your National Class Representatives so that they can review your request, discuss it with your fellow members and, if appropriate, submit it to the IMCA Secretary in time for conclusion on the AGM Agenda.
The absolute final deadline for submissions including changes to the Constitution, Class Rule changes, nominations for the Executive Committee, proposal for future event venues, etc, will be Monday 28 September 2010. That gives you 11 weeks in which to raise matters with your National Class that you would like included on the Agenda.
One class rule that will definitely be under discussion at the AGM is Rule C2.2 which governs crew weight checks. The question of how crew weight should be checked/controlled was discussed at the Extraordinary General Meeting of the IMCA World Council held in January this year. The current rule states:-
C.2.2 WEIGHTS
The total weight of the crew dressed in underwear ........................ ...... 360 kg.
Crews shall be weighed during the registration period prior to racing. Re-weighing shall only take place if a valid protest shows the pre-race weights were false.
At the EGM in January a proposal was put forward to introduce a scheme of daily weight checks during events with a selection of boats being required to reweigh after racing each day. Any boat that weighed over the 360 kg limit would be subject to a penalty, the severity of which would depend on the amount by which the crew was overweight.
The EGM agreed that the issue of crew weight checks did need review, but felt further research was needed and asked the National Class Representatives to go back and discuss this matter with their members and prepare proposals for changes to C2.2 based on their members input.
This is your class and now is the time to have your say in this important matter. If you have an opinion on how the crew weight control checks should made or wish to propose wording for a class rule change please urgently contact your National Class Officers and ask them to review your proposals and bring them forward to the AGM on your behalf (please note that proposals cannot be accepted directly from individual members and must be channeled through your National Class Association).
